Blue Cloud Softech Solutions Ltd (BCSSL), a global leader in cybersecurity and enterprise software solutions, has entered into a Memorandum of Understanding (MoU) worth USD $8.90 million with UAE-India-based LedgerFi IT Solutions. The agreement aims to power the digital transformation of the Government of Zanzibar through the implementation of a next-generation e-governance platform.
As disclosed under Regulation 30 of the SEBI (Listing Obligations and Disclosure Requirements) Regulations, 2015, the deal marks a significant step for Blue Cloud in strengthening its international footprint in blockchain-driven governance solutions.
Under this strategic collaboration, Blue Cloud will serve as the principal technology partner for the design, development, and deployment of the eDUA Unified Digital Government Platform (UDGP) — a flagship digital initiative commissioned by the Zanzibar eGovernment Authority (eGAZ). LedgerFi will oversee project implementation, operational rollout, and capacity-building across government departments.
The eDUA platform is envisioned to centralize and streamline public service delivery for citizens, businesses, NGOs, and government bodies. It will incorporate a suite of cutting-edge technologies, including:
Enterprise-grade Blockchain for secure data management and smart contract automation
AI and Machine Learning for predictive analytics and process automation
Cloud Infrastructure for scalability, security, and modular upgrades
Unified Payment System (eDUA-ZanMalipo) to consolidate government payments under one secure digital wallet
Advanced Cybersecurity protocols ensuring data privacy and threat protection
API and Open Data Integration for interoperability and innovation
The total project investment of $8.90 million is designed to foster a sustainable and revenue-generating eGovernance model for Zanzibar, positioning it as a digital governance pioneer in Africa.
